Director-General Pascal Lamy, in receiving an honorary doctorate degree from the University of Edinburgh on 29 June 2012, said that “Europe needs a ‘Legitimacy Compact’ to complement its Fiscal and Growth Compacts. More stringent disciplines and stronger solidarity can only be held together in a more perfect political union.”
