Director-General Pascal Lamy, in his report to the General Council on 3 October 2012, said that “we need to explore any and all options, small as they may be, for incremental progress on the negotiating agenda”. He said work in the Doha Development Agenda since the last meeting has seen “signs of momentum”, and that his recent contacts have confirmed “this collective desire to re-engage”.
